The Planning and Development Services Department is seeking an individual with outstanding work ethic, competence in land use planning and development matters, and an overall commitment towards the delivery of high-quality customer service. The Planning & Development Assistant II is responsible for providing information and assistance to the public, development professionals and our agency partners; responding to inquiries pertaining to land use and development opportunities; advancing planning applications; and assisting with efforts to improve internal processes.

This new role in the Department will carry out research in support of long-range planning projects and help lead day-to-day operations including the opportunity to elevate the quality of resources used to support public engagement and the conduct of business in White Rock. The successful candidate will be creative and analytical in their approach to preparing professional materials such as maps, project graphics (e.g., data highlights related to demographic and planning trends, local housing statistics, etc.), and public-facing guides (e.g., process flow charts, design guidelines, etc.). Additionally, the candidate will have a sound understanding of how to evaluate development schemes against municipal bylaws including, but not limited to, zoning bylaws, building and engineering bylaws, tree management bylaws and related regulatory controls.

Requirements:

  • Completion of Grade 12 supplemented by university or college courses in planning, graphics, building technology, GIS applications or related courses plus sound related experience or an equivalent combination of training and experience.
  • Considerable knowledge of the pertinent sections of the zoning bylaws, licensing bylaw, sign bylaw and land use contracts and of departmental policies, practices and procedures, applicable to the work.
  • Working knowledge of drafting, layout and graphic presentation methods and techniques applicable to Municipal planning work.
  • Ability to prepare graphic material manually and/or using computer assisted drafting or other graphics software to run queries and identify trends; inputs routine geographic and non-geographic data; prepares OCP and Zoning Bylaw map amendments, preliminary subdivision plans or other visual aids as required.
  • Ability to read and interpret architectural plans, legal survey data and documents related to the development planning process.
  • Ability to establish and maintain effective working relationships with internal and external contacts and to deal effectively with the public in processing a variety of enquiries and requests for information.
  • Ability to utilize GIS (ArcGIS), and related software, including the ability to link various datasets to land, for example through mapping and the use of queries, so as to inform local decision making and longer-range planning efforts.
  • Ability to use a variety of computer applications including, but not limited to, ArcGIS, Adobe Creative Suite, and Tempest (Prospero), and to leverage the use of technology to improve processes and procedures.
  • Ability to provide assistance in preparation of mapping, signage, and other visual aids tied to development applications.
  • Ability to effectively communicate, verbally and through organized/clear writing, and actively listen.
  • Ability to deal tactfully with the public in a courteous, professional and effective manner.
  • Ability to work cooperatively and amicably in a team environment with a safety-first attitude.
  • Possess and maintain a valid Class 5 BC driver’s license

The annual salary of this unionized position is $54,312 - $63,881 (2019 rates) with comprehensive benefits offered.
