The intent of this RFP is to identify a consultant who will provide executive and policy management services for the Professional Standards Committee for the Planning Profession in Canada, herein referred to as the Standards Committee (SC).

The SC is specifically seeking to identify an individual who will be responsible for delivery of the complete scope of work, as stated in the RFP. Eligible respondents may be sole proprietors, or part of a corporation, joint venture, partnership or any other legal entities suitably able to fulfill the requirements of this work; however, only Canadian citizens, permanent residents, or registered Canadian businesses will be considered.

The SC also welcomes and encourages applications from those who will contribute to the diversity of our organization.

Scope of Work

The scope of work includes, but is not limited to, the following services:

• Lead in drafting annual work plans, budgets, and writing annual report, supported by the SC Chair

• Oversee all SC formal approval processes related to the work plan, budget, and Membership Standards and Policy Manual (MSPM)

• Support the implementation of approved work plans, including all required project management

• Manage the annual review process, 5-year review process, and related projects

• Provide strategic and policy advice, including technical expertise, on standards to SC members and stakeholders

• Support the development of new standards, policies, and processes, as required

• Provide orientation and on-boarding of SC members (representatives of the Signatory Parties)

Qualifications

The consultant selected to provide Executive and Policy Management Services for the SC must demonstrate a range of relevant expertise and qualifications to fulfil the scope of work, including:

• Significant management experience in non-for-profit and/or regulatory organizations;

• Expertise in communications, written and verbal, with ability to develop and convey technical and regulatory issues;

• Strong skills in project management, including budget development;

• Excellent consultation and consensus-building skills with a high-degree of diplomacy;

• Ability to work effectively with volunteers, committees, stakeholders, and consultants to generate and motivate engagement;

• Sufficient time and availability to manage fluctuations in work; and,

• Ability to attend committee and sub-committee meetings through video conference and to travel to select national meetings, when conditions allow.

The ability to provide services in both official languages would be considered an asset.

Budget

The SC has allocated a maximum budget of $4,000.00 per month, exclusive of HST.
