Located in the south-central region of B.C., the Regional District of Okanagan-Similkameen (RDOS) covers an area over 10,400 km2 and is renowned for its orchards, vineyards and golf courses, as well as its widely varied landscape including deserts, mountains and valleys, pristine lakes and outdoor recreational opportunities.

The RDOS is currently recruiting for a full-time Managing Director to lead the Development and Infrastructure Services Department. The Managing Director is responsible for planning, organizing and directing all Development and Infrastructure Services Department functions including:  long-term planning, current planning, building inspection, bylaw enforcement, animal control, development engineering, water and waste water system operations and solid waste management.  This position will strategically lead the evolution of the department in conjunction with the Chief Administrative Officer’s directives and Board of Directors strategic priorities. 

KNOWLEDGE, SKILLS AND ABILITIES

  • Foundational knowledge of rural planning functioning, building inspection and bylaw enforcement processes, regional service provision of community utilities and waste product disposal and recycling. 
  • Thorough understanding of the Local Government Act, its interpretation and other related legislation as it pertains to public service delivery and operations.
  • Comprehensive leadership skills with the ability to engage, support and mentor reporting personnel.
  • Skilled in team development especially in developing and maintaining strong working relationships with colleagues to achieve Regional District strategic goals.
  • Strong organizational skills to oversee the efficient functioning of the Development and Infrastructure Services Department.
  • Exceptional presentation skills, especially the ability to prepare clearly written reports and make oral presentations.
  • Experience in project management, project/program delivery, operational and strategic planning, client relationship excellence and resource management.
  • Experience in public consultation processes and procedures.
  • Ability to exercise tact, discretion and sound judgement while dealing with sensitive issues in a political environment.
  • Strong knowledge of labour relations principles and practices, especially in a unionized setting.
  • Exceptional ability to effectively delegate tasks to the department management team to meet established goals and objectives.
  • Strong computer skills in Microsoft Office Suite (Outlook, Word, PowerPoint, and Excel) and other software used in Regional District operations.

QUALIFICATIONS

  • Degree in a relevant discipline with education in community planning principles, building and infrastructure development and/or systems operations. 
  • Professional designation or a Masters Degree in a related discipline would be considered an asset. 
  • A minimum of ten (10) years of progressively responsible management experience. This experience shall include some related aspect of land use planning, regional/municipal water/wastewater/solid waste service provision, budget control and senior level personnel management, preferably in a local and/or regional government setting.
  • A combination of technical skills, experience and education may be considered.
  • Ability to pass and maintain a criminal record check.
  • Valid B.C. Driver’s Licence.

 

The RDOS is seeking applicants for this exciting opportunity to work collaboratively with a team of professionals to enhance service delivery within the region. The compensation package includes a salary range of $161,084.57 - $176,021.47, an attractive benefits and pension plan with an opportunity to participate in the four-day week schedule that is currently being piloted.
