Development Officer

Job Summary:

The incumbent administers and enforces the planning and development regulations of the Zoning Bylaw.

Duties and Responsibilities:

  1. Reviews and approves all Development Permit applications in accordance with the regulations in the Zoning Bylaw and all related planning documents, and issues permits.
  2. Reviews all building plans for siting compliance.
  3. Carries out pre and post site investigations of all development and building sites to enforce development permit conditions.
  4. Supplies consultative services to City departments, external agencies, and the public on development regulations and interpretation of the Zoning Bylaw.
  5. Prepares applications and reports for the Development Review Committee and City Council.
  6. Investigates land use related complaints and determines appropriate remedial action as required to ensure compliance.
  7. Issues Development Completion Certificates and issues Stop Work Orders for non-complying developments
  8. Prepares Development Agreements for final approval
  9. Presents the interpretation of the Official Community Plan and Zoning Bylaw to the Board of Variance regarding variance applications.
  10. Acts as Subdivision Lands Coordinator and Land Development Supervisor as assigned.
  11. Follows, so far as is reasonably practicable, established safety procedures and standards.

POSITION REQUIREMENTS

Working Conditions:

Exposed to inclement weather when conducting site visits.

Required Knowledge, Skill and Abilities:

  • 2 year Diploma in Community Planning or Building Technology
  • Training in Conflict Resolution
  • Previous Experience – 3 years planning and development, in a municipal environment
  • On-the-Job Experience – 6 Months
  • Class 5 Driver’s License
  • Interpersonal, conflict resolution, negotiation, organization, priority-setting and attention to detail skills

An equivalent combination of education, training and experience may be considered.

Examples of Equipment to Operate:

Vehicle, office equipment, computer with applications such as Outlook, Word, Excel, Map Info, Autocad and Claims.
