The City of Richmond is currently looking to hire a Regular Full Time Planner 2 position to join our Development Applications team.  Reporting to the Program Coordinator - Development, the Planner 2 position is primarily responsible for processing a variety of development applications including complex rezoning, Official Community Plan (OCP) amendments, and development permit applications.  The role will also incorporate other planning initiatives including implementing area plans, preparing land use policies, zoning bylaws and development permit guidelines. The Planner 2 provides high quality information and recommendations; completes assignments in a timely manner using sound professional techniques, legislative knowledge and judgment; possesses effective verbal and written communication skills, organization skills and workload management; and is dedicated to customer service standards. Examples of key work activities include, but are not limited to:

  • Review and management of a high volume of complex development applications (e.g., OCP amendments, Rezonings, Development Permits).
  • Preparing community planning policies, bylaws, design guidelines and staff reports to City Council.
  • Supporting and attending City advisory committees, as required.
  • Representing the City’s community planning interests in wide range of settings (e.g., Council, Planning Committee, Advisory Design Panel, Public Hearings).
  • Working and coordinating with various stakeholders including City departments, community groups, area residents, developers and external agencies (e.g., federal, provincial, regional) on various planning initiatives and development applications.
  • Providing innovative and balanced solutions based on sound land use planning principles, urban design objectives and a clear understanding of the applicable legislative framework.
  • Conducting site visits, as required.
  • Effectively managing comprehensive work programs and staff teams.

Position Requirements:
A Bachelors or Master's Degree in Community Planning or related field (e.g., Architecture, Urban Design, Landscape Architecture), supplemented by a minimum of five (5) years of related professional experience and knowledge of community planning principles, practices and procedures. This includes considerable experience in: preparing municipal plans, bylaws, policies and design guidelines; processing development applications; and writing and editing professional reports. An equivalent combination of education, training and experience may be considered. Experience in sustainability, environmental management, urban economics, and/or urban design is considered an asset.
