JOB SUMMARY:
Working as an integral part of the Tsleil-Waututh Nation Lands Office team, this position reports directly to the Manager of Lands. Relying on a broad range of expertise such as community planning, regulatory planning, urban design, etc., this land planning professional oversees permanent staff as well as a variety of project teams to provide the Manager of Lands, Director of Public Works and Council with a full range of planning studies, recommendations, lands use policies, law amendments and interpretation of applicable laws. The individual in this role requires extremely strong project and staff management skills, negotiation and relationship building in addition to analysis and reporting.
DUTIES AND RESPONSIBILITIES:
- Oversee TWN planning staff and planning projects.
- Assist the Manager of Lands in the development of a variety of planning tools, legal instruments, including leases, permits, easements, land use contracts, zoning, subdivision, development permits, and other regulatory regimes.
- Participate in budget preparation and administration, monitor budgets, schedules, and other key performance indicators to ensure that projects are progressing as planned.
- Manage planning project relationships with developers, government representatives, surveyors, civil engineers, lawyers, community members, non-community members, clients, and other departments and professionals.
- Research and analyze various types of data, including financial proformas, land use, housing, market trends, the supply and demand for land, traffic, development standards, landscaping standards and other related activities.
- Research, analyze and provide strategic advice on the development of laws, policies, and procedures related to land development
- Review development project plans and proposals to ensure they comply with TWN laws, bylaws, policies and standards.
- Prepare presentations, briefing notes, and reports, and facilitate meetings, consultations or workshops related to the land development projects.
- Perform a variety of complex tasks related to land use and the implementation of development criteria.
- Apply for external project funding to support ongoing planning projects.
- Other duties as required.
SUPERVISORY RESPONSIBILITIES:
- Hire staff in consultation with HR and Manager of Lands
- Supervise, train and mentor staff
- Ensure probationary review and annual performance evaluations are completed
- Develop and maintain an environment to facilitate cooperation with and amongst the staff
- Ensure TWN HR Policy and Procedures are adhered to at all times
- Ensure positive communication strategies are used with and among staff and between staff and community members and/or families served
QUALIFICATIONS:
- Master’s degree in Community and Regional Planning or other relevant discipline from a recognized post-secondary institution.
- 2-3 years’ experience working as a Planner or in a similar capacity.
- 2-3 years’ experience within a First Nations government or organization is desirable
- Proven Knowledge of First Nation Planning Regulations
- 1-2 years’ experience leading a team.
- May consider a combination of relevant education and experience.
KNOWLEDGE, SKILLS, & ABILITIES:
- Proficient in MS Office and digital planning engagement tools.
- Knowledge and understanding of relevant provincial, federal, and municipal jurisdictions and familiarity with Indigenous Services Canada, the Indian Act, the First Nations Land Management Act and Framework Agreement.
- Excellent organizational and time management skills, with a proven track record of anticipating needs and demands at all levels of a project.
- Adaptable, flexible, and agile; can adapt to complexity and work in an ever-changing environment with ease.
