BCIT’s Campus Development Department is currently seeking a regular, full-time Senior Development Planner. The position oversees BCIT’s land use development plans ensuring efficient utilization of assets and sustainable development. The role prepares campus community development plans and urban design standards, consultation and approval processes related to Institute, Ministry and Municipal regulations, including Ministry space use and property use reporting requirements. The Senior Development Planner manages and implements a variety of campus planning strategies including the management of Traffic Demand Management initiatives, Interior Space and Office Furniture Design projects and Geographic Information System (GIS) database. The role ensures client and consultant management, quality control and project proposal preparation. As a member of the Facilities & Campus Development (F&CD) management team, the position must be integrated and involved with other department priorities, including working collaboratively with the Campus Plan Architect.

Duties & Responsibilities:

  • Leads implementation of campus land use and development plans, including building development guidelines, design standards, space inventory and space utilization reports, ensuring effective and sustainable use of Institute assets. 
  • Oversees project management of approved campus development consulting studies related to a Campus Land Use and Urban Form and Campus Building Design Guidelines. Provides consultation processes to a wide range of campus stakeholders and communicates proposed campus development initiatives, interprets consultation feedback and translates education program needs into building design. 
  • Participates on major and minor Capital Project design review working committees to provide planning design, building land use and configuration, parking infrastructure, wayfinding and sustainability objectives. Prepares reports on planning programs, processes and policies for the F&CD Management Team, Facilities Governance Team and Board of Governors. Provides day-to-day support related to the implementation of campus development plans and conducts monitoring and quality control inspections. 
  • Provides expert recommendations on compliance for specific development proposals of campus development plans, building design guidelines and sustainability targets. Assist the F&CD management team with the preparation of Ministry capital plan submissions for facility renewal, addition, and replacement capital projects. 
  • Develops and manages work programs to achieve project objectives, including terms of reference and contract negotiations for the procurement of consultant service contracts, direction to consultants with regard to project scope and implementation strategies, and the critical review of consultant reports to ensure compliance with contracted deliverables. 
  • Analyzes project business case proposals for viability and impact of budget, scope, schedule and compliance. Provides direction to developers regarding potential development proposals, official community plan amendments and rezoning applications, including other confidential business items as required. Collaborates with the Director to provide necessary information to the Ministry or other government agencies within specified timelines. 
  • Manages large consultant contract budgets, including invoice verification and payment authorization. Provides managerial support to the Director in effective decision making for time sensitive and confidential capital development projects. Acts as the Director, as requested, in their absence. 
  • Develops and manages consultation processes with a wide range of internal and external stakeholders. Liaises with municipal and provincial utility agencies to ensure compliance with approving authority requirements. Keeps apprised of current trends in building design, urban planning and construction practices in post-secondary education and related business environments. Participates on Institute committees and external organizations. 
  • Leads the implementation of Traffic Demand Management (TDM) projects. Manages Institute’s parking and traffic databases for all campus locations. Conducts regular evaluations of the effectiveness of implemented TDM measures. Liaises with municipal and regional traffic engineering authorities to implement TDM, transit and traffic safety measures on campus lands. 
  • Oversees project consultation of interior office space planning and effective space allocation. Leads implementation of office furniture space planning projects. Assesses space planning work requests and leads the related feasibility studies. Manages Institute’s office furniture inventory databases for all campus locations and conducts regular updates to office furniture standards. 
  • Ensures effective implementation of GIS projects in coordination with Institute stakeholders, to better manage the Institute’s underground utilities. Manages Institute GIS databases for all campus locations and conducts regular evaluations of the accuracy of GIS data. 
  • Develops and manages budget and resources allocation, as well as work programs to achieve project objectives, including terms of reference and contract negotiations for the procurement of consultant service contracts, direction to consultants with regard to project scope and implementation strategies, and the critical review of consultant reports to ensure compliance with contracted deliverables. 
  • Manages directly and indirectly reporting staff, such as architects, planners, landscape architects, project managers, and real estate consultants. Oversees and participates in selection, coaching, mentoring, development, performance management and all other people-management practices.

Qualifications:

  • University Degree specializing in Architecture, Urban Design or Urban Planning and 10 years of current relevant work experience directly related to managing land use rezoning and development applications and administering architectural building design guidelines.
  • Professional designation from AIBC or Membership in the Canadian Institute of Planners.
  • LEEDS accreditation, or related sustainable design experience, is beneficial. A combination of education and experience may be considered.
  • Solid understanding of post-secondary education and/or public sector facilities in an urban community context.
  • Advanced leadership, planning and organizational skills.
  • Advanced understanding of the jurisdictional responsibilities of various Municipal and Provincial government agencies related to urban planning, land use zoning and building by-law requirements.
  • Solid ability to analyze and research data and to prepare technical policy reports.
  • Advanced and demonstrated collaborative management style that engages employees and mentors’ relationships to achieve work related goals.
  • Expert interpersonal and relationship management skills, and ability to build productive and sustainable working relationships at all levels of the organization and externally.
  • Expert communication (oral, written and presentation) skills.
  • Solid understanding of property management of educational facilities including health, safety, maintenance and operational requirements.
  • Advanced contract negotiation and administration skills.
  • Proficiency with standard office, computer aided design and geographic information systems, applications and tools.
