Strengthening Farming in the CRD – Illegal Fill Dumping in the ALR

Dumping illegal fill on farmland is on the rise as development intensifies in both urban and rural areas. Part of the solution at the source: ensuring that urban municipalities check that the fill generated from building sites goes to a legal fill site. The other part of the solution is timely enforcement in rural areas. Let’s work together to learn how to stop the problem at the source and create effective enforcement systems.
We will hear from five speakers who are at the front lines of this issue:
- Jenny Huynh, Soil Resource Supervisor, Avtar Sundher, Director of Operations at the Agriculture Land Commission and Michael Jorgenseon, Island ALC Officer – the ALC regulations with respect to fill and the scale of illegal fill issues on the Island.
- Mike Morin, Soil Bylaw Officer, Richmond, BC – how Richmond’s bylaw and enforcement processes have limited illegal fill dumping.
- Jenny Eastman, CRD Invasive Species Program Coordinator - introducing noxious weeds and organisms in illegal fill can cause extensive environmental and economic damage.
The workshop will culminate with a brainstorming process where we draw out best practices for preventing illegal fill, and more transparent processes of enforcement and site remediation.
Who should attend?
• Elected officials, planners, building permit approval officers, and bylaw enforcement staff from CRD member governments.
• Representatives from community associations who are concerned about the ALR.
• Developers and trucking companies.
