Drainage Resiliency Planner (Sustainability Planner)

SCOPE

We are currently recruiting for a Drainage Resiliency Planner (Sustainability Planner) to assist engineering staff in the advancement and implementation of critical climate change resiliency projects, including projects associated with the City’s Disaster Mitigation and Adaptation Fund (“DMAF”) program. As a member of the Drainage Planning team, you will play a pivotal role by providing assistance to senior staff working on drainage and flood control projects that focus on enhancing the City’s resiliency to climate change and sea level rise.

RESPONSIBILITIES

Reporting to the Drainage Manager, the successful candidate will be responsible for the following core activities:

• Work with and support Drainage Planning staff on the advancement and implementation of projects in the DMAF program, as well as various lowlands drainage and flood resiliency projects.
• Together with Drainage Planning staff, identify and prepare application packages (including business case analyses) for various external grant opportunities as they arise.
• Act as a liaison between Drainage Planning staff and other City departments, including Planning & Development, Parks, Recreation & Culture, Finance, and Project Delivery staff, on lowland and flood resiliency project implementation timelines and general project updates.   
• Liaise with other external agencies as required to support project advancement.
• Assist Project Delivery and Drainage Planning staff on compiling materials to support claim submissions and community benefits reporting requirements to satisfy grant conditions. 
• Prepare content and materials highlighting DMAF and climate resiliency project updates to support ongoing public engagement initiatives.
• Conduct project-based research as well as data compilation, review and statistical analysis. 
• Participate and contribute to various external stakeholder committees, publications and research institutions that are partnering with the City and/or have related initiatives in the area including Living with Water, Canadian Safety and Security Program, Natural Resources Canada, Green Shores program (through the Stewardship Centre for British Columbia), and the Living Dyke Roundtable and Technical Working Group (through the Emergency Planning Secretariat).
• Conduct site investigations and review engineering drawings to assess infrastructure and site conditions in flood hazard areas.
• Support Drainage Planning staff on coordination activities, project management and consultant management for other projects and initiatives as needed.

QUALIFICATIONS

• Candidates under consideration will have completed a Master’s Degree in a related discipline and three (3) years of related experience. Related experience may include municipal planning, resource and environmental management and/or drainage utility systems. An equivalent combination of education and experience may be considered, such as, completion of a Bachelor’s Degree in a related discipline with considerable related experience. 
• A valid driver’s license is required. 

ASSETS INCLUDE:

• Demonstrated experience in community, rightsholder and stakeholder consultation and engagement, including with First Nations. 
• Experience with analytics/data management using computer software programs such as Microsoft Excel and PowerBI.
• Working knowledge/exposure to lowlands drainage engineering and/or climate change adaptation in the Lower Mainland.
• Working knowledge of GIS applications.
• Previous experience working in a municipal government.

OTHER INFORMATION

Hourly Rate: $47.51
