The Thompson-Nicola Regional District (TNRD) is headquartered in the City of Kamloops, the TNRD provides a wide range of local government services to a population of 144,000 located within its 11 diverse municipalities and 10 electoral areas. The TNRD’s diverse geography includes swaths of the world’s only inland temperate rainforest in the upper North Thompson Valley and Wells Gray Park, the vast wilderness of the Bonaparte Plateau, the rolling grasslands of the Nicola Valley, the incredible depths of Adams Lake, the desert and semi-arid climates at Kamloops Lake and the shores of Thompson River, and parts of the historic Fraser Canyon.

The Role

Reporting to the General Manager of Development Services, the Manager of Planning is responsible for the provision of a broad range of land use and development approval processes for all unincorporated Electoral Areas of the TNRD.

As the leader of the Planning Services Department, the responsibilities of the Manager of Planning will include, but are not limited to:

• Overseeing the management and administration of land use applications including OCP, rezoning, subdivision, Agricultural Land Reserve, MHP, variance, development, first nations matters, and a wide range of referrals  
• Providing expert guidance and leading the coordination with the Planning Team in the application of the appropriate TNRD Bylaws and Community Plans  
• Conducting long range planning by assigning activities to the Planning Team and completing various project development initiatives in collaboration with internal and external stakeholders
• Liaising with and providing planning advice and land use information to a variety of stakeholders in both written and verbal format including covenants, land use agreements, letters, reports, bylaws, policies, presentations, maps, and long range planning documents
• Drafting of reports to the TNRD Board of Directors, and may attend Board and community/public meetings to provide presentations and expertise
• Oversight of all department budgets and ensure operations adhere to TNRD financial policies
• Leading the planning team by providing mentorship and guidance
• Collaborating and working effectively with other departments

Education and Experience Requirements

• Master’s Degree in Planning, Geography or related discipline,
• Considerable (8+ years) related planning experience, including supervisory experience, or an equivalent combination of education and experience.
• Proven experience in current and long-range planning
• Certification or eligibility for certification with the Planning Institute of BC (PIBC) or Canadian Institute of Planners (CIP).
• Class 5 Driver’s Licence.

• Exceptional skills in oral and written communication, conflict resolution, and preparing and presenting reports and projects
• Persuasively communicates complex information to diverse audiences and upholds the reputation of the organization in communications with external agencies, elected officials and the public

Technical Skills

• A comprehensive understanding of planning policies, procedures, bylaws, and legislation as related to rural land use planning and development
• Ability to assess social, legal and environments impacts of proposed projects and developments
• Proven ability to use judgment to solve complex challenges
• Ability to work on multiple projects or issues simultaneously, and meet required deadlines
• Knowledge of and experience with Office 365, Tempest, and ArcGIS

This is a non-union position, with a starting salary of $108,393 and a competitive comprehensive benefits package being offered.
