North Shore Emergency Management (NSEM), a tri-municipal agency providing emergency management services to the District of North Vancouver, the City of North Vancouver, and the District of West Vancouver, is seeking a Manager of Planning and Resilience. Reporting to the Director, the Manager of Planning and Resilience is responsible for emergency planning and resilience building activities including, hazard, risk and vulnerability assessment, emergency plan development, supporting municipal and departmental business continuity initiatives, and bringing a resilience lens to planning practices across the North Shore.
The Manager of Planning and Resilience is a key member of the NSEM management team and is involved in response and recovery activities including crisis communications as well as leading special projects, conducting training, supporting exercises and engaging stakeholders and NSEM volunteers as required.
As the Manager of Planning and Resilience you will play a leadership role in developing and maintaining the state of municipal and regional emergency management plans for all three North Shore municipalities. You bring a high degree of municipal emergency planning expertise to this role and ensure that emergency plans are in place and operationally ready to support coordinated response and recovery activities across the North Shore. As a leader in the field of emergency management, you are comfortable facilitating collaborative planning processes and are able to manage complex projects from start to finish. To support the progressive vision of NSEM, you have a strong understanding of community resilience and disaster risk reduction and have experience with innovative planning and/or research in this area. To find success in this role you are a highly collaborative person and work to build and maintain effective working relationships within the group, as well as with stakeholders, that promote cooperative goals and contribute to an atmosphere of mutual respect. You are a critical thinker with excellent communication and listening skills with the ability to interact effectively with all internal and external contacts.
You have a degree in a relevant field, ideally with a focus in Emergency Management and Disaster Planning, plus a minimum of five years’ of relevant experience. Work experience in an urban municipal setting is an asset as well as sound knowledge of municipal, provincial and federal regulations and bylaws. A valid B.C. Driver’s License is required. Must be willing to obtain an amateur radio license and able to obtain an enhanced security clearance. You will be on-call 24/7 on a rotational basis and must be available to work outside of regular work hours.
