This is professional planning work of moderate complexity involving the application of specialized knowledge in the investigation and analysis of matters related to planning studies and planning programs for the City’s Housing Program. The work entails collection, analysis and interpretation of data in the development of housing policies and programs, including in the subject area of Tenant Assistance; planning, coordinating, administering and delivery of the program’s services; conducting investigations and studies; liaison with a wide variety of internal and external contacts; prepares a variety of related reports, analyses and correspondence and establishes and maintains files and records; and represents the City and/or department at various meetings and on a variety of committees. An employee of a position in this class may, while on special assignments, exercise supervision over a limited number of non-professional subordinates. Performs related work as required.


Qualifications include a Master’s Degree in Planning or related discipline with some experience in the planning profession, membership or eligibility for membership in the Planning Institute of British Columbia or Canadian Institute of Planners is desirable; or an equivalent combination of training and experience. Considerable knowledge of principles, practices and objectives of urban and regional planning; of governmental and legal procedures for Municipal planning developments and of the City's by-laws relative to planning activities; and of the theory and practices of a major discipline applicable to planning. Sound knowledge of economics, Municipal finance and sociology as applied to urban planning; of the current literature, trends and developments in the areas of specialization; and of standard statistical techniques and research methodology. Ability to express ideas effectively both orally and in a written or graphic manner; to establish and maintain effective working relations with a wide range of internal and external contacts; to perform moderately complex technical research and prepare reports thereon; to supervise staff assigned to work on special assignments; and to act in a liaison capacity coordinating the work of the special assignment group with that of the sections in the department and externally, with City officials and other interested groups.
