About You / What We Are Looking For
Bring your passion, expertise, and leadership to this exciting opportunity on our team! As one of the fastest-growing
communities in British Columbia, the City of Coquitlam is seeking a highly motivated and skilled Senior Planner
(Planner 3) to join our Planning and Development department in a regular full-time capacity. This position is a key
member of the Community Planning team, providing strategic leadership and oversight of significant long-term
community planning initiatives related to housing and homelessness.
In this role, you will:
 Take the lead in developing, implementing, and managing housing policies and strategies with a focus on
affordability, inclusivity, and long-term economic viability and resiliency.
 Oversee the preparation of major housing-related plans, including contributions to land use policy, Master
Development Plans, and Zoning and Official Community Plan (OCP) updates.
 Manage politically sensitive projects that require engagement with diverse interested parties, including
government agencies, the non-profit housing sector, private developers, and the broader public.
 Support the negotiation of housing contributions through development processes, ensuring alignment
with the City's housing objectives and policies.
 Contribute to the development and implementation of large-scale, interdependent housing strategies that
address affordable housing needs and support the City’s long-term vision.
 Support homelessness response, with an emphasis on cross-departmental coordination and being
responsive to emerging issues. This will include leveraging opportunities from other levels of government
to support increasing housing supply and choice within the City.


Qualifications
Our preferred candidate will possess at least 5 - 7 years of progressive professional experience in planning, housing
development and/or operations or a related field, with applied experience in affordable housing policy being an
asset. In addition, they must possess a graduate degree in Planning and be eligible for membership with the
Planning Institute of British Columbia or/and the Canadian Institute of Planners. An equivalent combination of
training and experience may be considered.
The ideal candidate will bring a combination of technical expertise, leadership, and a passion for advancing housing
solutions. Key skills and experience we are seeking include:
 Expertise in creating and implementing affordable, inclusive, and resilient housing policies.
 Knowledge of zoning, OCPs, Master Plans, and securing housing contributions through development.
 Experience overseeing complex housing initiatives, managing budgets, and delivering policy outcomes.
 Understanding of municipal decision-making, council priorities, and intergovernmental collaboration.
 Ability to work with government agencies, non-profits, developers, and the public.
 Strong written and verbal communication skills for reports, presentations, and policy advocacy.
 Experience managing teams, mentoring staff, and fostering collaboration.
 Ability to anticipate housing trends, analyze data, and develop forward-looking solutions.
 Experience aligning efforts across departments in a municipal setting.
 Knowledge of funding programs, supportive housing models, and homelessness intervention strategies.

What We Offer:
This CUPE position has an hourly rate range of $63.88 - $75.70 per hour. The rate of pay is based on a variety of
factors including qualifications, knowledge, experience and skills.

to participate in an earned day off program. This position is based in Coquitlam with some flexible, hybrid work
options available. The City offers an attractive total compensation package.
