POSITION DESCRIPTION

The Planner position exists for a person who is positive, creative, organized and people- oriented. This person will enjoy inter-disciplinary workrelated to land development approvals, highest and best land use studies, site planning and land development research and documentation. The position requires an individual with a good understanding of land development issues, community planning and local government procedures.

 

The candidate will have the following responsibilities:

  • Compiling and analyzing data on legal,environmental, physical, regulatory and other factors affecting development feasibility;
  • Interpreting related Zoning Bylaws, Official Community Plans, secondary plans and statutes;
  • Preparing project workplans;
  • Analyzing land use and political parameters and formulating development strategies;
  • Attending meetings with public authorities, lawyers, developers, professional consultants, clients and other groupsto assist in the formulation and refinement of land use strategies;
  • Analyzing land use and political parameters and formulating development strategies;
  • Preparing and recommending land development concepts for zoning, subdivisions, agricultural and other land uses;
  • Reviewing, evaluating and reconceptualizing clients’ land use and development plans;
  • Coordinating urban design, environmental, geotechnical, engineering and other consultants;
  • Preparing and modifying comprehensive development zones,development rationales, and due diligence studies;
  • Preparing and submitting development applications and supporting documentation; and
  • Developing strategic responses to government requests, development proposals and rationales, highest and best land use reports, and expert opinions respecting developments and land use- related matters.

  • The examples listed above are not exhaustive of all the projects you may be responsible for in this role. This position may be part time or full time, depending on the candidate’s circumstances or skillset.

     

  • QUALIFICATIONS
  • A degree in Community Planning/Urban Design or related field and a minimum of 3 years municipal or equivalent experience;
  • Eligibility for membership in the Planning Institute of BC is preferred;
  • Solid understanding of the interdisciplinary nature of development planning, site development criteria, basic engineering requirements, building design elements, landscaping and environmental issues;
  • Knowledge of local planning issues, regulations, policies, principles and procedures;
  • Excellent common sense technical report writing and presentation skills, problem solving, communication and negotiation skills;
  • Project/time management skills, particularly coordination of project deliverables;
  • Good customer service skills with the ability to remain courteous, tactful and diplomatic in dealing with municipal and industry colleagues, clients, and members of the public during public consultation processes;
  • Aptitude in graphics software (Adobe Creative Suite) to prepare graphics and presentation material to support city council and public consultation processes is optional but desired; and
  • A valid driver’s license and access to a vehicle.
