Planner – Tenant Assistance (Continuous)  

Sustainable Planning and Community Development Department

 

POSITION FUNCTION

Perform planning functions related to development and implementation of the City’s housing strategies, with a strong focus on tenant considerations. 

 

KEY DUTIES

Provide advice and recommendations to senior staff and Council on housing and tenant policies, programs and initiatives, as well as related planning considerations. Collect, analyze and interpret information in the development and implementation of the City’s housing policies and programs, with an initial focus on the Tenant Assistance Policy and program.

Support development application processes by providing policy guidance to developers and tenants in accordance with the Tenant Assistance Policy; review tenant assistance plans; attend and provide information at Council meetings. 

Administer the City’s Rental Property Standards of Maintenance Bylaw including program updates, liaising with provincial agencies, handling tenant inquires and providing advice. 

Implement and support Victoria Housing Strategy actions with tenant considerations. 

Research rental housing and tenant issues and trends to inform policy, planning and program development; interpret related bylaws and policies; prepare statistics for annual reports.

Organize public engagement events; facilitate small group discussions at workshops, open houses and public meetings; make presentations. 

Liaise with Council advisory committees, social service agencies, community organizations, neighbourhood associations and other levels of government; respond to enquiries from the public, outside agencies and other departments by providing information on City policies, initiatives and processes.  

Coordinate, assign and review the work of consultants as required.

Perform related duties where qualified.

 

INDEPENDENCE

Work is generated by Council priorities, operational plans and assigned by supervisor, project managers or senior members of project teams. Work is reviewed through discussions with supervisor, including major policy briefs, work program objectives and schedules.

KEY SKILLS AND ABILITIES

Understand and apply the principles of urban planning with specialized knowledge in housing and social planning.

Organize and prioritize work.

Conduct research; interpret policies, legislation and regulations.

Communicate effectively orally and in writing; compose and present proposals, policies, and recommendations.

Knowledge of federal and provincial housing legislation affecting tenants including the Residential Tenancy Act, Local Government Act and related municipal policies and regulations.

Establish and maintain effective working relationships with external organizations or agencies, advisory committee members, developers, landlords, tenants, members of the public and City staff.

Working level operation of current word processing, spreadsheet and related specialty software.

 

QUALIFICATIONS

Formal Education, Training and Occupational Certification:

University Undergraduate degree in urban planning accredited by the Canadian Institute of Planners (4 years)

Current and valid Class 5 B.C. Driver’s License.

Experience:

4 years of related experience or an equivalent combination of education and experience. 

 

OTHER:

May be requested to substitute in a more senior position.

 

Work schedule: Monday - Friday, 35 hour work week

$54.02 per hour, Pay Grade 17
