The City
The City of Courtenay is situated on the east coast of central Vancouver Island, within the traditional lands of the K'ómoks First Nation. Accessible by land, sea or air, Courtenay is a culturally diverse community that offers supernatural beauty at its doorstep. The City (approximate population 28,000) is the urban and cultural hub of the larger community, the Comox Valley (approximate population 72,000).
The City is governed by a Mayor and six Councillors. The City Manager (CAO) is responsible to Council for managing all City operations. Seven departments report to the City Manager including Corporate Services, Development Services, Engineering Services, Financial Services, Public Works Services, Recreation, Culture & Community Services and the Fire Department.
The Development Services Department is responsible for the development and implementation of the land use applications, building, subdivision, long range planning, climate action, and business licensing. This includes: Official Community Plan, Zoning Bylaw, Subdivision and Servicing Bylaw, Building Bylaw, Business Licencing Bylaw, Local Government Act, Community Charter and various other governmental regulations. co-ordinates the planning, development, implementation and monitoring of climate action strategy, l; processing of development applications, boundary extensions, sign permits, tree cutting permits and agricultural land reserve applications; enforcement of provincial building and plumbing codes and municipal bylaws relating to building construction.

The Opportunity
The Planning Technician performs a variety of planning technical duties such as providing technical information pertaining to land use, development regulations and sustainability; preliminary review of land use and development applications; coordination of land use application files for tracking milestones; reviewing plans for subdivision and land use applications. undertaking research on various subject matters pertaining to planning processes and implementation: and providing support in preparing draft bylaws, notices, permits and reports pertaining to land use and climate action; providing support in coordinating public consultation processes, and compiling data. Other tasks as required to support the department.
The Successful Candidate Will Have:
- Degree in land use planning or related field from a recognized educational institution
- Eligibility for membership in the Canadian Institute of Planners and the Planning Institute of BC
- Valid BC Class 5 Driver’s License
- Some (1 – 2 years) experience in local government planning and/or administration with emphasis on land use, sustainability and environmental issues.
- Some knowledge of climate action including applicable climate change legislation, policies, guidelines and regulations
- Knowledge of the philosophies, principles, and practices of municipal government
- Some knowledge of planning legislation and applicable bylaws and subdivision control provisions and requirements
- Strong interpersonal, communication, research, analytical, problem solving, and organizational skills
- Strong office computer skills
- Ability to be creative and use sound judgment in making planning recommendations
- Ability to work well as a team member and independently
- Ability to prioritize and meet deadlines
- Ability to deal effectively with the public, professional consultants, representatives of government, business and development, and City staff
The current hourly wage rate for this full-timeposition is $40.42 based on a 35-hour work week.
