The City of North Vancouver is seeking an experienced leader to join our Planning and Development Department as a temporary full time Senior Manager, Housing and Urban Regeneration until approximately September, 2027. This is an exciting new role that will lead a small team of professional staff and work collaboratively with other City departments, stakeholders and the community to help meet the City of North Vancouver’s current and future housing needs. Under the direction of the Director, Planning and Development the Senior Manager will be accountable for developing, leading, and overseeing initiatives that increase housing supply and promote the development of affordable, inclusive and diverse communities that are low-carbon and climate-resilient, in coordination with senior government and non-profit partners.
The Senior Manager, Housing and Urban Regeneration will play a key role to ensure effective and timely delivery of planning projects and program delivery supporting regulatory initiatives to improve housing supply, diversity, and affordability. Responsibilities include: delivery of new non-market housing units aligned with housing needs; facilitating new and regenerate existing affordable housing developments; administering Housing Agreements ensuring negotiated commitments are secured; directing the development of new housing policies; providing recommendations on the strategic use of City assets and lands to be leveraged for delivering housing; and working with other major land owners and non-profit developers to maximize the potential for housing delivery.
The Senior Manager, Housing and Urban Regeneration will provide leadership on the Housing Accelerator Fund on behalf of the City. The successful incumbent will also provide professional opinion, and information to the Senior Leadership Team, Committees and Council on policies, programs, and services; prepare or delegate the preparation of written reports and correspondence to advise Council and Committee; direct the work of others including providing feedback, coaching, mentoring, and reviewing content; hire, develop, mentor, and assess direct reports including responding to sensitive and confidential human resource issues; monitor and report on a variety of housing development programs and affordable housing projects; and ensure that the expenditures are controlled and maintained within approved budget. The Senior Manager must exercise strong judgment in supervising staff and consultants, managing work programs and budgets, and leading complex projects in consultation with City Council, other departments, agencies, private sector developers, Indigenous communities, and the public. They will be an outstanding communicator with the ability to skillfully communicate complex issues clearly to a wide and varied audience and has a demonstrated track record of working collaboratively with a wide variety of partners in order to develop progressive solutions.
A Master’s Degree in Urban Planning or a related field plus ten (10) years of progressively more senior Planning roles within a unionized environment, preferably in municipal urban planning and policy setting, or an equivalent combination or training and experience is required. Membership or eligibility for membership in the Canadian Institute of Planners is required along with considerable knowledge of Microsoft Office and related software and database applications. Considerable knowledge of the municipal development approvals processes, as well as, experience in the development of affordable housing is required. Substantial knowledge of economics, industry practice, municipal governance, policy creation and development is also required to be effective in the role.
