Development Process Coordinator (Continuous)
Sustainable Planning and Community Development Department
Join us in our commitment to streamline development processes and support the city's growth objectives. In this role, you'll be at the forefront of coordinating efforts and initiatives across departments, with a specific focus on assisting the Building Permits & Inspections department. Your role will involve updating city processes and systems and optimizing procedures for efficiency and effectiveness. The ideal candidate will be keen to work with multiple internal stakeholders.
POSITION FUNCTION
The Development Process Coordinator reports to and provides planning and project coordination support for the Manager, Development Processes. This position coordinates projects related to Departmental metrics, process improvements, coordinated planning, and facilitates the timely and accurate flow of relevant information between internal and external stakeholders with a focus on efficiency, effectiveness, customer service and strategic alignment. The Development Process Coordinator also provides research, analysis, data stewardship and reporting expertise in accomplishing Departmental goals and objectives.
KEY DUTIES
- Provide ongoing feedback to City departments on the customer service experience and proposed development process improvements.
- Review current City development processes to identify and recommend areas of opportunity for improvement based on efficiency, urgency, impact, and best practices; prepare reports and presentations with recommendations for Council, developers, staff, and community groups.
- Support development process improvement initiatives, including implementation and monitoring.
- Track performance metrics and assist in reporting on the results of process improvement initiatives.
- Facilitate the inclusion of internal/external stakeholder input into the identification and implementation changes related to development processes.
- Collaborate with building owners, consultants, contractors, and developers of public and private developments to understand and seek resolutions to development process related issues.
- Assist internal and external stakeholders in understanding the development application procedures and support departments as required.
- Attend meetings as required to gather, research, and provide information to government agencies; business, community groups and departmental staff; set up and facilitate interdepartmental meetings to address a variety of implementation and process issues. Update information on City data software for permits and zoning.
- Promote effective and efficient business practices related to development and construction application processes such as application forms, checklists, electronic application systems and workflow management tools.
- Promote corporate accountability to timing and City priorities for application review processes.
- Support and advance efficient and coordinated interdepartmental review process and business practices.
- Foster strong interdepartmental relationships related to business practices that are grounded on high quality external customer experiences.
- Perform other related activities as assigned.
INDEPENDENCE
- Work is generated through departmental objectives and development projects.
- Issues which are controversial in nature are discussed with supervisor.
- Work is reviewed through discussions with Supervisor.

KEY SKILLS AND ABILITIES
- Organize and prioritize work.
- Understand and apply the techniques of the planning and development process, the permit application and inspection process and related municipal legislation for the purpose of meeting legal requirements.
- Working level operation of current City word processing, spreadsheet, and related specialty software.
- Prepare and present reports.
- Facilitate and lead meetings.
- Maintain accurate records.
- Establish and maintain effective working relationships.
- Deal effectively with the public and outside agencies.
QUALIFICATIONS
Formal Education, Training and Occupational Certification:
- Degree in urban planning, project management, business analysis or related field.
- Demonstrated facilitation and team building skills.
- A strong working knowledge and understanding of development processes including experience with zoning and land use bylaws, City policies that inform development, and permitting processes.
- Excellent project management skills, with ability to initiate, plan, execute and close continuous improvement initiatives at an organizational, departmental and operational level.
- Ability to work with a high degree of independent judgment.
- Ability to build strategic networks and partnerships with various internal and external stakeholders, with strong consensus-building, and influencing skills.
- Effective communication skills
Experience:
- 3 years of related experience including project management and a demonstrated understanding of the development process or an equivalent combination of education and experience.
OTHER
May be requested to substitute in a more senior position.
Work schedule: Monday to Friday, (35 hour work week)
$50.45 per hour, Pay Grade 15 (under review)
