Sun Peaks Mountain Resort Municipality is seeking a motivated and energetic individual with municipal planning experience to fill the leadership role of Director of Planning and Community Services.

Reporting to the Chief Administrative Officer, the Director of Planning and Community Services is responsible for all planning functions for the Municipality, as well as management of building and bylaw services. As a key member of the senior management team, the Director is essential to the delivery of Council’s strategic priorities.

ABOUT SUN PEAKS MOUNTAIN RESORT MUNICIPALITY

Sun Peaks Mountain Resort Municipality is a vibrant year-round, growing mountain tourism community boasting world class skiing, mountain biking, skating rink, hiking and golf and a core tourist village with some 850 hotel beds. Sun Peaks has a population of 1,500 year-round residents, and hosts on average 3,000 to 5,000 winter visitors and residents and some 1,000 to 3,000 daily summer visitors.

At a base elevation of 1,255m the unique European inspired walkable village is located 45 minutes from Kamloops in British Columbia’s interior. The community has a unique ski-in/ski-out public school, community daycare, medical centre, and numerous recreational facilities.

KEY ROLES & RESPONSIBILITIES

General:

  • Manages the Municipality’s planning, licensing, building permitting and inspection services and bylaw service functions. 
  • Prepares and presents reports to Council.  
  • Attends Council and Committee meetings, public hearings, public meetings and makes recommendations, as required. 
  • Prepares the budget for the Planning and Community Services Department and works with the Director of Finance in the preparation of the overall Departmental budget. 
  • Develops, reviews and updates the Official Community Plan, regulatory bylaws and policies. 
  • Ensures the effective application of Municipal policies, bylaws, applicable legislation and professional best practices pertaining to the work of the Department.  
  • Provides responsive professional expertise, advice and information to the CAO, Council, staff, outside agencies and the public on all matters pertaining to planning, building, licensing and bylaw services.  
  • Acts as the liaison between the Municipality and the Sun Peaks Housing Authority 
  • Performs other duties as assigned by the CAO.  

Planning:

  • Responsible for all land use planning and development functions. 
  • Reviews and processes documentation submitted in support of re-zoning, development permit, Temporary Use Permit, development variance permit, subdivision, and Board of Variance applications. 
  • Reviews building permit applications for compliance with subdivision and/or zoning regulations, procedures, Official Community Plan policies, development permit guidelines and other applicable bylaws and policies. 
  • Manages referrals to stakeholders related to planning applications. 
  • Works and negotiates with property owners, consultants, contractors, and developers to resolve issues on complex or challenging development proposals and agreements.
  • Conducts research and analysis related to residential, commercial, recreational, environmental and social planning issues. 
  • Interprets land use and development regulations for the public, development community and staff as required. 
  • Responds to enquiries from internal staff and external agencies and the public on land use and development matters.
  • Conducts research and analysis related to residential, commercial, recreational, environmental and social planning issues.

Regulatory: 

  • Directs building permitting and inspection services including managing/supervising the Building and Bylaw Services Manager who also acts at the Chief Building Inspector. 
  • Directs bylaw services including responding to and addressing any bylaw enforcement disputes and appeals. 
  • Manages business licensing services.  

QUALIFICATIONS

  • Candidates must have an undergraduate degree in planning or related discipline and at least five (5) years of progressive responsible planning experience with supervisory experience.
  • Candidates must also be eligible for membership in the Canadian Institute of Planners.
  • Strong working knowledge of BC Legislation, regulations, legal frameworks and procedures that regulate planning and development. 
  • Considerable knowledge of policies and procedures, and bylaws related to planning, building and bylaw enforcement. 
  • Good interpersonal skills including the ability to deal effectively and positively with Council members, the public, colleagues and other professionals.
  • Strong written and oral communication skills. 
  • Strong negotiation and conflict resolution skills.
  • Demonstrated leadership and relationship building skills.
  • Valid BC Drivers Licence (Class 5).

COMPENSATION

The salary range for this position is between $110,000 - $130,000 depending on relevant experience and credentials.  Please note the salary is currently under review.
