Majestic mountains, the rugged West Coast Trail, serene lakes, and one of the world’s tallest free-standing timber rail trestles all lie in the picturesque Cowichan Valley Regional District (CVRD). Located on Vancouver Island, the CVRD provides a wide range of local government services to a population of 80,000 within its 4 distinct municipalities and 9 electoral areas. Just 50 km north of Victoria and 30 km south of Nanaimo, the Cowichan Valley offers a warm climate and numerous parks, recreational, cultural, and social opportunities.
A regular full-time Senior Planner position is available in the Land Use Services Department at the Cowichan Valley Regional District (CVRD).
Reporting to the Manager, Community Planning/Development Services/Strategic Initiatives or Planning Coordinator, the Senior Planner ensures the provision of technical expertise and advice relating to planning and land development. Responsible for complex applications and projects; liaises with elected officials, applicants, First Nations, agencies, stakeholders and the public; and formulates operational policies and procedures. Coordinates with internal CVRD divisions and external agencies on land use planning and development matters such as subdivision, servicing, natural hazard assessment, climate change adaptation and mitigation, and bylaw enforcement in order to facilitate best practices for land development within the region. The initial need for this position will be in the Strategic Initiatives Division.
Qualifications
- University graduation in a related field plus a graduate degree in Community and Regional Planning or related field
- Diploma in Urban Land Economics (DULE) is preferred
- A minimum of ten (10) years of related experience in the field of planning; preferably including a minimum of four (4) years of experience working in a regional district
- Certified member, in good standing, of the Canadian Institute of Planners (MCIP), or a certified member, in good standing, of a foreign professional planning association which has a valid reciprocal agreement with the Canadian Institute of Planners
- Registered Professional Planner (RPP) with the Planning Institute of BC or equivalent designation
- Completion of International Association of Public Participation (IAP2) Foundations in Public Participation training is preferred
- Project Management Professional (PMP) certification is preferred
- A valid Class 5 BC Driver’s License

Hours of Work: Guaranteed 35 hours of work per week, Monday to Friday, 8:30 a.m. to 4:30 p.m. This position may be required to attend some evening and weekend meetings. This position is eligible for the Flex Time Program. Where operationally appropriate and subject to change, the CVRD has a Work-From-Home program. This program allows staff to work remotely on a part time basis, with the number of remote days per week determined by operational requirements, from locations that are a daily commutable distance from their work at a CVRD worksite. This position works from the CVRD's main office in Duncan, BC, and at this time, is eligible to be part of the Work-From-Home program, after a successful in-office training period.
Salary: This regular full-time position is unionized (CUPE Local 358) with a salary range in three steps $57.30-$59.05-$60.80 (2025 rates) and includes a comprehensive benefits package.
