The City of New Westminster has an exciting opportunity to work with the Transportation team in support of the City’s sustainable transportation goals. The focus of the position is to provide technical review, analysis and collaboration within Engineering Services and with the Planning Division, in support of reviewing and advancing development applications that will help the City advance its long-term transportation goals and strategic priorities.

Key functions of the position

The Transportation Planning Engineer will collaborate with a multidisciplinary team of engineers, planners and other technical staff.

The Transportation Planning Engineer is instrumental in conducting technical review, analysis and conceptual design as it relates to land use changes, master planning, rezoning and development application review, determining servicing requirements, design review and plan checking. The position will also support the planning, analysis and design of local and regional sustainable transportation improvements within the City, including improvements for walking, transit and cycling.

 

Primary duties will include:

  • Developing terms of reference for comprehensive, multi-modal transportation studies and reports based on the City’s guidelines.
  • Reviewing, analyzing and providing constructive comments and direction on transportation studies and reports prepared by development applicants and their consultants.
  • Reviewing, analyzing and providing constructive feedback and direction on major development projects through a multi-modal transportation lens.
  • Preparing conceptual designs and related high level cost estimates.
  • Attending civic committee, public hearings and Council meetings as needed.
  • Participating in public engagement events related to the work.
  • Acting as a liaison and spokesperson for the Transportation Division with other departments, outside agencies, development applicants and transportation consultants.
  • Keeping current on emerging sustainable transportation, transportation planning, transportation demand management and land development trends, best practice, guidelines and standards.
  • Preparing internal memos, committee, task force and council reports.
  • Preparing and delivering technical presentations related to the work.
  • Retaining and managing consultants.
  • Other duties and responsibilities as assigned.

 

Requirements include:

  • Eligible for registration as a professional engineer in the Province of BC.
  • University degree in civil or transportation engineering, plus sound related professional experience or an equivalent combination of training and experience.
  • Minimum of 5 years of transportation engineering experience, with direct experience in multi-modal network planning, analysis and design, including making careful consideration of the City’s commitment to universal accessibility.  
  • Preference will be given to candidates with an interest and/or training in urban planning, urban studies, or a related field
  • Sound project management skills and experience.
  • Thorough knowledge of key technical manuals, standards and guidelines applicable in BC.
  • Experience with conceptual planning, analysis and design of roadway geometrics, including complete streets.
  • Strong understanding of multi-modal transportation studies or corridor reviews, and accessibility considerations and requirements, particularly as they relate to new development and impacts on the transportation network.
  • Excellent report and letter writing skills, including preparation of technical documents.
  • Exceptional interpersonal and communication skills including experience presenting complex transportation issues.
  • Strong analytical skills and working knowledge of AutoCAD, Word, Excel and PowerPoint. InDesign or other graphic design program experience is considered an asset.
  • Strong organizational and time management skills, with the ability to deal effectively with multiple tasks of moderate to high complexity and setting/meeting competing deadlines.
  • Ability to work well in a dynamic, collaborative, team environment with little supervision.
  • Ability to build and maintain effective relationships with coworkers, stakeholders, and external partners.
  • Ability to communicate tactfully and respectfully in writing and verbally with members of the public.
  • Ability to understand conflicts and weigh trade-offs, and arrive at a defensible recommendation while exercising sound judgment and discretion.
  • Strong ability to exercise sound judgment in interpreting policies, requirements and standards, and to make sound decisions on a variety of professional and technical engineering problems and matters.
